Subject is day to day running of the port.

2. PEC of 3 commercial and 5 service or official members at present control port under chairmanship of Commodore. PEC or other parallel controlling authority will be necessary at least until end year in view abnormal conditions and to decide priorities for handling cargoes including commercial, (?civilian) and UNRRA 700.

3a PEC feel that Commodore should not be asked to continue as chairman beyond end of military period. normal duties make heavy call on his time and in addition it is expected that personnel increasingly civilian.

Present arrangements cannot be continued after end May by which date a qualified civilian must be available to take over chairmanship deputy or chairmanship of PEC on full time basis. Harbour master cannot perform PEC duties on part time basis.

Propose accordingly that Jolly harb.ur master be sent out to arrive not later than end May and Governor can then decide whether he takes temporary charge of PEC or releases Ryder, present acting harbour master, for this duty.

Nothing in these proposals need effect considerations of port trust plane by Coleman.
